Scope:

2.People contractor / special equipment/facility safety management.
3.HS annual training plan /new joiner HS training.
4.All dangerous chemical materials management
5.Site special work permit and contractor safety management.
6.Establish “Zero accident” HS&E culture.
7.HS&E system management to keep 100% compliance.
Accountabilities:
1.Keep HS&E compliance:
2.Ensure compliance with relevant HS legal / regulatory requirements and with HS&E policy and performance requirements.
3.Implement the HS&E corrective action to achieve zero accident and drive zero accident culture.
4.Identify and improve the occupational health in the workshop to meet the occupational standards and regulations to protect employees’ health.
5.Promote safety working environment:
6.Assist to risk assessment and improvement to reduce site safety risk.
7.Develop a comprehensive PSM program to promote “minimize risk, injury/illness free” safety culture cross countries under guidance of superior and control its realization.
8.Responsible to implement, maintenance HS&E system(Inc.:ISO14001、OHSAS45001 、work safety standardization)to comply with relevant national regulation and RB global‘s HS&E standards.
9.Assist to maintain and implement HS&E policies, procedures, and management program.
10.Organize and coordinate fire prevention/ fire protection training including emergency evacuation drill, do site re-check and make sure all the firefighting system are good status.
11.Responsible to implement and maintenance the PPE program (Select the corresponding PPE and ***-aid appliance for operator and regular site inspection etc.) to ensure correct standard PPE is provided and used at the right way.
12.Plan and carry out HS&E training for staff and operators (three level education), to enhance employees’ HS&E sense.
13.Responsible to plan and organize weekly/monthly regular HS&E audit, inspections and follow up to improve the non-conformities, stop safety violations.
14.Ensure that regular inspections and risk assessments are carried out/recorded/ completed.
15.Responsible for subcontractor and supplier site safety management program (training / hot work/contractor operations application approved/site supervise), to ensure that line management and any on-site contractors/visitors are aware of risks and control arrangements.
16.Responsible for special equipment’s safety supervise and site’s firefighting management (Inc. redecoration sources/environmental facility/crane/forklift(weekly sites self-test/ operator management/training/third party audit. etc.)make them can work well/backup.
17.Responsible for environmental matter/ chemical management.
18.Ensure that concerns are reported to HS&E manager in a timely manner.
19.Ensure accidents and near misses are investigated.
20.Other work assigned by Supervisor.
Skills & Experience required:
1.College or above, safety / environmental/chemical engineering.
2.Experience in HS&E system management (ISO14000/OHSAS45001), familiar with new equipment installation of safety management.
